He is the Executive Director of the Chinook Institute for Civic Leadership and the Leader of the Chinook Program\, the premier leadership development program for top-level public officials on the west coast. Mr. Morgan has spent his career in public service focusing on community development and organizational leadership in government organizations. A former Community Development Director\, Planning Director\, and City Manager\, Mr. Morgan brings to the Chinook Institute a strong focus on organizational development\, strategic thinking and processes\, a passion for public service\, and a clear understanding of leadership that works and how to learn and apply its principles. \nMr. Morgan is a principal with the MorganCPS Group\, an urban planning and organizational development consulting firm. MorganCPS provides long-range\, current\, and strategic planning services to many agencies and jurisdictions. He currently is leading the efforts to redevelop the waterfront in West Linn as well as serving many other communities in economic development\, planning\, and organizational issues. \nJohn also serves as a Senior Fellow of the Center for Public Service at Portland State University and teaches planning and economic development classes to local government officials around the state. \nJohn and his wife\, Mary Lynn\, are graduates of Willamette University in Salem. His degree is in urban and regional government and political science. Their four sons are fifth generation Oregonians. He loves to travel and camp in the summer\, and skis and teaches adaptive skiing for people with disabilities in the winter.

SUMMARY:Innovations in Leadership:  The Legacy of Oswald West\, Governor of Oregon 1911-1915
DESCRIPTION:Gov. Oswald West was one of Oregon’s most colorful leaders.  His ability to identify key issues\, brainstorm effective solutions and develop political consensus played a critical role in major accomplishments that have left a lasting legacy.  Because of Gov. West\, women in Oregon were allowed to vote eight years before suffrage was achieved nationally.  His creative language laid the foundation for Oregon beaches to be public so that everyone can enjoy them\, and that carried forward to the 1967 Oregon Beach Bill.  He was instrumental in bringing together management\, labor and the grange to craft a no-fault workers’ compensation bill to replace the old employer liability law.  He rode his horse to the National Governor’s Convention in Idaho in order to save the taxpayers money.  He ate breakfast periodically with the inmates at the Oregon State Penitentiary and later when one convicted murderer escaped\, he personally tracked him down on horseback near Mary’s Peak.   \nWhat can we learn from Gov. West?  There are lessons in leadership that may be useful as we think about leadership today. \nThis program will be presented by Rotary member Alison Kelley\, a great-granddaughter of Gov. West.

DESCRIPTION:Presentation by Ginger Wireman\, Washington State Dept. of Ecology \nThe Hanford nuclear reservation in southeastern Washington – called the most contaminated site in North America – presents a paradox of massive contamination next to a river preserved in its natural state. The site borders the Hanford Reach of the Columbia River – made a National Monument because of the Reach’s pristine beauty. Understanding Hanford requires more knowledge than recent headlines about leaking radioactive waste tanks and missed cleanup deadlines. Our speaker will cover some Hanford history\, provide an update on the progress and challenges of the cleanup efforts\, and explain the importance of citizen involvement in cleanup decisions.  \nGinger Wireman has conducted outreach and education activities for the Washington State Dept. of Ecology’s Nuclear Waste Program since 2001.  She primarily supports communications for tank waste retrieval and groundwater issues related to Hanford cleanup.   She has an MS in Environmental Studies and a BA in Advertising from California State University Fullerton. In her spare time she enjoys gardening and watching her backyard chickens. \n
