He is a State of Oregon Licensed Electrician\, General Radio Operator w/ LASER Endorsed technician responsible for company microwave\, radio\, data cabling\, PLC programming\, data center building\, gas pipe telemetry\, tower climbing\, and many other company driven tasks. He enjoys camping\, reading\, running\, movies\, and most of all spending time with his beautiful wife (Katherine) and his two sons Joshua & Trevor. He looks forward to complete his “life list” of many different activities\, helping his youngest son become an Eagle Scout\, traveling\, and becoming the person he can be. On his free time\, he started and is the founder of the non-profit Operation Spartan Flags. \nCaptain John S. Budiao entered the armed services 28\, March 1994 as a US Marine Corps Infantry (0311) member. She has five years of experience on strategic delivery and planning for mega-projects and congestion pricing as a Lead Consultant at WSP. She has also worked in the political field\, having served as a Transportation Policy Advisor to Congressman Blumenauer and Legislative Assistant for the Oregon State Senate.  \nZoie Wesenberg earned a bachelor of science degree in environmental studies and geography from the University of Oregon Clark Honors College and a master’s degree in urban and regional planning from Portland State University.  \nHeather Wills has an extensive background with federal agencies managing complicated projects and programs. She served as project manager for a $2.3 million environmental impact statement on the Southwest Corridor Light Rail Project for Metro and TriMet. While with the Federal Highway Administration\, Western Federal Lands Highway Division\, she led a team of environmental specialists collaborating with federal and local project partners to determine the most efficient method for delivering an annual $150 million program of projects. \nHeather Wills earned a bachelor of science degree in environmental science\, a master’s degree in urban and regional planning\, and a project management professional graduate certificate from Portland State University. She is a member of the National Association of Environmental Professionals and the Women’s Transportation Seminar. \nHeather was recently honored by the Daily Journal of Commerce Oregon with the Women of Vision Award.

She was a consultant for eight years prior to transitioning to public service in 2009.\nMarlys began her public service as the Portland Public Schools facilities liaison to Portland Parks & Recreation and to the communities surrounding each school facility.   She resolved conflicts\, developed partnerships\, coordinated the completion of the Long Range Facilities Plan and secured grants to improve the District’s facilities. \nMarlys currently manages the outreach team for the $1.6 billion Willamette Water Supply Program. She has been with the City for over seven years\, and is currently managing implementation of the 2019 Town Center Plan. Prior to joining the City\, she spent eight years as a planner in the Washington D.C. metro area. She holds a Bachelor of Arts in Geography and Urban Studies from Ohio Wesleyan University\, and a Master of City and Regional Planning from Ohio State. \nMatt Lorenzen has been the economic development manager for the City of Wilsonville since December 2021. He began his career as a high school social science teacher and then pivoted to work in commercial real estate development\, where he discovered the world of economic development. Before working in Wilsonville\, he held the same position in the City of Estacada for nearly 6 years. Oregon is home now\, but he is originally from Phoenix\, Arizona. He has lived in West Linn for 10 years\, with his wife and 3 kids. Matt has a master’s degree in public administration and recently earned the Certified Economic Developer credential from the International Economic Development Council.

In 2010\, John played a pivotal role in co-founding the Pacific Northwest District Kiwanis Children’s Cancer Program\, in partnership with Seattle Childrens Hospital and British Columbia Childrens Hospital\, showcasing his deep commitment to aiding children with cancer. \nPersonal Life \nIn his personal life\, John has shared a 49-year-long journey with his wife Deborah. Together\, they have raised three children and now enjoy three granddaughters.  John’s academic achievements include earning dual degrees in Business and Organizational Psychology from Portland State University in 1973. \nDiverse Career \nJohn’s professional life is marked by diversity and adventure. From obtaining his first business license at the age of 12\, he has embraced various roles including a trapper\, Arctic explorer\, Alaska Pipeline teamster\, and a wholesale grocer to Alaska’s bush villages. His entrepreneurial ventures extended into areas like newspaper publishing\, beauty supply\, furniture manufacturing\, and hardwood flooring importation. John also contributed globally as a Small Business Trade Consultant to the People’s Republic of China. \nRetirement and Continued Dedication \nEven after retiring in 2016\, John’s passion for combating children’s cancer remains undiminished. He firmly believes that children should not suffer from cancer and is committed to the Kiwanis Doernbecher Childrens Cancer Program\, striving to end cancer in children and leave a lasting legacy in this vital cause.

He is a recipient of the Association for Commuter Transportation Marketing program of the year for his work on the Go Vets program.  \nBryan has continued to work on the nation’s first Pedals for Patriots program\, taking donated bikes\, repairing them\, and giving them to veterans who need a bicycle.  \nBryan is also using his G.I. Bill to work on his bachelor’s degree in public administration. He is a Navy Veteran\, and currently serving in the Army National Guard. He has continued serving his country with deployments to two different combat zones.

Following a passion for healthcare access she has been inspired by the synchronistic partnership with Clackamas Community College to bring primary care services to under-resourced populations\, and culturally responsive training to new healthcare professionals. \n Martha received her BA from Dartmouth College (Hanover NH) and her Masters in Social Work from Simmons College (Boston MA). She pursued roles in accounting and inventory control across different industries\, including brokerage\, money management\, and the lumber sector. While working as a Director’s Assistant in a Cosmetology School\, Black discovered her love for art\, leading her to become a licensed cosmetologist and tutor for nine years. However\, it was her varying career experiences that helped her realize her true passion lay not in numbers or creative pursuits\, but in people. \nFor over two decades\, Black has dedicated herself to volunteering as a Life Coach\, providing support\, encouragement\, and hope to women in need. Recognizing the overwhelming number of people underserved and in need of care\, she turned her focus towards addressing these issues. This commitment led her to join the Oregon Justice Resource Center (OJRC) as a Policy and Outreach Associate. OJRC\, a non-profit law firm\, focuses on offering accessible legal representation and services to those affected by poverty\, underprivilege\, gender bias\, racial disparity\, and the carceral system. \nBlack’s role at OJRC is fueled by her awareness of the devastating impact that cycles of incarceration have on communities\, individuals\, and their families. She is deeply committed to advocating for those affected. Her efforts include speaking at various Oregon universities to raise awareness of the carceral system and representing OJRC at the State Capitol\, engaging with leadership to discuss changes to the current incarceration system. Through her outreach work\, Black aims to promote improvement through accountability\, transparency\, rehabilitation\, community engagement\, and shifting from a punitive to a restorative and healing approach for all those affected by crime and the carceral system.

Having successfully raised 110 puppies\, the program highlights the transformative power of companionship and service\, with each dog undergoing 14 months of training by women who are incarcerated. She raises future service dogs for Canine Companions\, a national non-profit organization that provides highly trained service dogs to people with disabilities at no cost to the recipients. Heather has been volunteering and working with Canine Companions since 2002\, initially raising puppies to become service dogs and later teaching classes for puppy raisers in the Portland area. Her involvement in aiding individuals with disabilities began in middle school and has been a consistent part of her volunteer efforts. Working with Canine Companions merges her passion for helping people and working with animals\, enhancing her commitment to fostering independence in others.
