SUMMARY:Club Meeting: Family Empowerment Center Update
DESCRIPTION:Maria de Lourdes Horton\, bilingual family engagement specialist with the West Linn Wilsonville School District\, will give an update on the district’s Family Empowerment Center\, which arose from the pandemic crisis In the spring of 2020. That year\, she began connecting families in the community to the resources they needed for the switch to online learning. She will talk about how things have changed in the past year.\n \nMaria holds an architectural degree from the School of Architecture at the University Autonomous of Yucatan in Mexico. She also has an asssociate’s degree in teaching English as a communication tool. In Mexico she worked for an architectural firm as well as an English teacher for the high school section of the school she attended since kindergarten. She came to Oregon 22 years ago when she got married\, and is now a U.S. citizen. She and her husband lead a family of nine: two adults\, two teen boys\, two dogs\, two birds and one cat.\n \nMaria has worked for the district for 19 years. She started working in the fall of 2002 as the secretary/registrar at Boones Ferry Primary School in Wilsonville. After 10 years she became head secretary at Lowrie Primary School\, when it opened its doors in the fall of 2012\, where she remained until the fall of 2018. SUMMARY:Club Meeting: Treating Tooth Decay in Latin America
DESCRIPTION:Wilsonville resident Dr. Steve Duffin\, DDS\, been working on a new approach to treating tooth decay for 15 years. This method involves treating tooth decay with medicine rather than using needles and drills and placing fillings in the traditional manner. The vast percentage of people with untreated tooth decay cannot receive care in a traditional dental office due to cost and availability. He and his team have been collaborating with partners in Latin America to bring a simple\, effective and low cost treatment to community centers. Recently\, he spent a month in the city of Cochabamba\, Bolivia\, in the Andes Mountain range. He worked at a primary school where the level of tooth decay is extremely high and two-thirds of the children have mouth pain related to cavities. He will talk about his recent trip there and what was accomplished. \nDr. Duffin earned a bachelor’s degree in microbiology in 1979 from the University of California at Los Angeles. he graduated with a doctorate in dental surgery from Emory University in Atlanta\, Georgia in 1983 and is a licensed and certified dentist in Oregon and California. He is the dental director at NoDK\, LLC\, and the owner of Shoreview Dental in Keizer\, Oregon. He also served as the president\, CEO and dental director of one of the largest Medicaid-provider networks in Oregon from 1994 to 2006. DESCRIPTION:Former Oregon Ducks football star Damon Griffin will discuss all of the changes in intercollegiate athletics over the past few years. He will explain the new name\, image and likeness (NIL) rules allowing college athletes to earn an income while still competing as amateur athletes. He’ll also talk about what this means for the athletes as well as the programs. \nGriffin starred for the University of Oregon Ducks football team as a wide receiver from 1994 to 1998\, earning All-Pac-10 honors twice. He then played in three seasons as a wide receiver and kickoff returner for the San Francisco 49ers\, Cincinnati Bengals and St. Louis Rams\, before injuries ended his career. He went on to be a receivers coach for Boise State before founding Integrity Sports Recruiting. He helps high school athletes put their best foot forward to colleges and universities and compete for scholarships. Empowering young women to control their future is key! The Najijali Project aims to provide vocational training and wrap-around services to teenage mothers to lift themselves and their children out of poverty. In this exciting and informative presentation\, Tamara Kaufman and Grace Auto will teach the meaning of “Najijali\,” share the conditions of the girl child in Chwele\, Kenya\, and explain how the project builds a lasting bond between our two cultures. Join us and learn how\, together\, Rotary members can provide opportunities to girls in Kenya to become independent mothers\, setting an example for their children and their communities. \nGrace Kuto was born and raised in Kenya and now is the volunteer President of the Harambee Centre in Portland\, Oregon which fosters educational\, healthcare\, community engagement\, and service projects that improve lives in rural Eastern Africa and brings them together with the people of the Pacific Northwest. Tammy Kaufman is a communications specialist who works with nonprofit Community Action Agencies to Help People Help Themselves. DESCRIPTION:Anthony Pinchuk\, the refugee program supervisor with Lutheran Community Services Northwest in Portland\, Oregon\, will present on the topic of refugee resettlement. He will give an overview of Refuge and Placement (R&P) and Afghan Placement and Assistance (APA) programs and how they work\, as well as the challenges faced when working with refugees from Ukraine and Afghanistan. He was born in Minsk\, Belarus\, which was part of the Soviet Union at the time. He came to the United States as a refugee in 2002 and began working for LCSNW as a refugee resettlement case manager the same year. With almost 20 years experience teaching folks how to use technologies to support their mission and goals\, Bobby brings expertise\, patience\, and kindness to their teaching and coaching so that you can become more confident\, capable\, and efficient with your technology. Bobby is also a freelance photographer and loves exploring nature and the urban landscape. They especially enjoy filming the critters found in creeks and rivers. SUMMARY:Club Meeting: Commemorating The Ice Age Floods
DESCRIPTION:Dr. Scott Burns will speak on the ice age floods\, how they shaped the local geology\, and what is being done to educate the public today\, including the opening of the second Ice Age Flood Geologic Trail Visitor Center in Tualatin. He will talk about the Tonquin Scablands that are located in the area between Wilsonville\, Tualatin and Sherwood\, as well as many other things! We have had Dr. Burns as a guest before\, and we know that it will be a fascinating presentation loaded with information and things we never knew about our local area! \nThe Rotary Club of Wilsonville meets weekly Thursdays at noon to carry out its purpose of providing service and fellowship to members and the Wilsonville community. For more information\, email president@wilsonvillerotary.com. \nScott is a professor emeritus of geology and past chair of the department of geology at Portland State University. He served as associate dean of the College of Liberal Arts and Sciences at PSU from 1997–1999. He has been teaching for more than 50 years\, starting in 1970\, with past positions in Switzerland\, New Zealand\, Washington\, Colorado and Louisiana. He is a sixth-generation Oregonian who grew up in Beaverton. He specializes in environmental and engineering geology\, geomorphology\, soils\, and Quaternary geology. In Oregon\, he has projects involving landslides and land use\, environmental cleanup of service stations\, slope stability\, earthquake hazard mapping\, the Missoula Floods\, the terroir of wine\, paleosols\, loess soil stratigraphy\, radon generation from soils\,  the distribution of heavy metals and trace elements in Oregon soils\, and the alpine soil development. He has been active in mapping landslides in the Pacific Northwest since his return to Portland. Scott has won many awards for outstanding teaching with the most significant being the Faculty Senate Chair Award at Louisiana Tech University in 1987\, the Distinguished Faculty Award from the Portland State Alumni Association in 2001\, and the George Hoffmann Award from PSU in 2007. He has authored over 100 publications and has had over 25 research grants. His first book\, Environmental\, Groundwater and Engineering Geology: Applications from Oregon\, came out January of 1998. His second book\, Cataclysms on the Columbia\, the Great Missoula Floods came out in October of 2009 and is co-authored by Marjorie Burns\, a friend and professor at PSU. Scott has been the president of the Faculty Senate at three different universities: Louisiana Tech University and the American College of Switzerland and Portland State University. He actively helps local TV and radio stations and newspapers bring important geological news to the public. For the past 48 years he has been studying wine and terroir – the relationship between wine\, soils\, geology and climate. \nHe holds bachelor of science and master of science degrees from Stanford University\, plus a Ph.D. in geology from the University of Colorado\, Boulder. He is a member of more than 20 professional organizations and is most active in the Association of Engineering Geologists\, Geological Society of America\, National Association of Geology Teachers\, and the Soil Science Society of America. He is past president of the Oregon Society of Soil Scientists and the Oregon Section of the Association of Engineering Geologists. He was national chair of the engineering geology division of the Geological Society of America (GSA) in 1999-2000. He was national president of the Association of Engineering Geologists from 2002-2003. He is today president of the International Association of Engineering Geologists. He was chosen a fellow of the Geological Society of America in 2004. Scott was chosen a fellow with the Kellogg National Fellowship Program from 1990–1993 based on his national leadership performance. He was president of the Downtown Rotary Club of Portland\, Oregon’s oldest and largest Rotary club\, in 2009. \nScott has won some national awards in geology: distinguished practice award from the engineering geology division of GSA in 2012\, the Richard Jahns Award for engineering geology (top engineering geologist in the U.S.) from GSA and AEG in 2011\, the Shoemaker Award for Public Service to the US (GSA) in 2011\, and on the state level\, the “Outstanding Scientist for Oregon for 2014” from the 73-year-old Oregon Academy of Sciences. Scott has been active working with youth as a basketball coach. Scott enjoys all sports\, especially basketball\, running\, skiing\, hiking\, swimming\, tennis\, and golf. He and his wife\, Glenda\, have three adult children and one grandchild and reside in Tualatin.

Prior to joining Oregon Tech\, served as the vice president of advancement and executive director of the foundation at Middle Georgia State University (MGA) in Macon\, Georgia. In his current role at Oregon Tech\, Ken is responsible for obtaining philanthropic support for student scholarships\, capital needs\, faculty support\, and research. He also provides professional leadership to the 30-member Oregon Tech Foundation Board of Directors. Additionally\, Ken supervises the staff in the alumni\, marketing and communications offices. Ken’s areas of research are emotional intelligence\, humor as an effective fundraising methodology\, and ethical organizational leadership. He is a member of Phi Kappa Phi Honor Society.  Ken is married to Gretchen Fincher and they have four children. They are active in their community and enjoy being outdoors\, hiking and camping.

SUMMARY:Club Meeting: Coffee Creek: Managing Through the Pandemic
DESCRIPTION:PLEASE NOTE: This meeting will be at an alternate meeting location\, the Oregon Association of Nurseries office\, 29751 S.W. Town Center Loop West\, Wilsonville (across from McDonald’s). \nChristine Popoff\, assistant superintendent for rehabilitative services at Coffee Creek Correctional Facility\, and Josie O’Leary\, director of correctional rehabilitation\, will give a presentation on how the facility was managed differently during the COVID-19 pandemic. \nChristine earned a Bachelor of Arts in Political Science from Carleton College (Northfield\, Minnesota) and a Master’s Degree in Criminology from the University of Sydney in Australia\, which she received after being awarded an Ambassadorial Scholarship from Rotary. She has worked at the Oregon Department of Corrections since March 1997\, with men and women\, on the west and east side of the state. She served as Assistant Director of HR\, superintendent at two men’s facilities\, and as Assistant Superintendent of Security and now CRU at Coffee Creek Correctional Facility; She was the Program Services Manager at CCCF in late 1999 and helped open the minimum security facility and the medium security facility at the prison. Christine is close with her family\, her parents are in Newberg and she and her sister live in Keizer. She lives with her cat Rooney\, and is the biggest Pittsburgh Steelers fan ever! \nJosie was introduced to the Oregon Department of Corrections as a volunteer through the Portland State University internship program. Josie began her career as a contracted treatment counselor for an Alternative Incarceration Program at Columbia River Correctional Institution in 2013. In 2015\, Josie accepted a position as a Correctional Counselor and was promoted to the Correctional Case Management Coordinator in 2017 where she worked to implement case management standards and delivered a variety of trainings to correctional professionals. In November of 2021\, Josie joined the Coffee Creek Correctional Facility as the Correctional Rehabilitation Manager. She holds Bachelor of Science Degrees in both Criminology and Psychology from Portland State University. Josie is a certified Alcohol and Drug Counselor and is a trainer for a variety of corrections topics with a passion for Gender Responsive practices. She recently presented at the American Parole and Probation Association conference in Chicago\, where she also tried deep-dish pizza for the first time. DESCRIPTION:Rotary District 5100 District Governor Steve Williams will visit the club and deliver an inspirational message about the power of Rotary as well as the future of Rotary and Rotary clubs. \nSteve originally joined the Hermiston Rotary Club in 1999. After moving to Baker City\, he joined the Baker City Rotary club in 2002; serving as club president during the 2005–06 year. In 2006\, Steve rejoined the Hermiston Rotary Club and has been active in the Youth Exchange\, Membership\, and The Rotary Foundation Committees. Steve served as president of the Hermiston club in 2013–14. At the district level Steve served as assistant governor for the Eastern Region from 2010–13; served as administrative assistant governor in 2015–16; and served as district trainer 2016–19.  \nSteve is married to Janet Williams and they have two sons: Sean and Jason. Sean lives in Hermiston and Jason lives in Portland with his family: wife Michelle\, children Cooper and Clara. Steve and Janet have hosted six inbound exchange students from five countries: The Philippines\, Argentina\, Taiwan\, Japan\, and France. Steve and Janet are District 5100 Triple Crown donors supporting The Rotary Foundation as Major Donors\, as members of the Paul Harris Society\, and as members of the Bequest Society. Steve and Janet enjoy camping\, traveling\, and spending time with their family. Steve is a proud graduate of the Oregon State University School of Business and works as a project manager for a large farming operation in the lower Columbia Basin. Andrea Salinas is the proud daughter of a Mexican immigrant\, a first-generation American\, and dedicated public servant working for the people of Oregon’s sixth district. Her father immigrated to the United States as a child and picked cotton and tomatoes in the fields of the Rio Grande Valley before eventually going on to serve as a police officer. Her family’s story is an American story – one where hard work can provide a path to a better life. \nAndrea was born in San Mateo\, California and grew up in Pleasant Hill\, California. She was the first person in her family to attend a four-year university and earned her degree from University of California\, Berkeley. Upon graduation\, Andrea wanted to serve her community and country so she chose a path of public service. She served as a US congressional aide and policy advisor to Senator Harry Reid and Congressman Pete Stark. Later\, Andrea moved to Oregon where she served as a district aide for Congresswoman Darlene Hooley and fell in love with the communities of the Willamette Valley. \nAfter her work with Congresswoman Hooley concluded\, Andrea stayed in Oregon and went on to serve as an advocate for labor unions\, environmental groups\, and reproductive rights organizations. In 2017\, she was appointed to the Oregon House of Representatives and served through the end of her term in 2022. In the Oregon House of Representatives\, she served as House Majority Whip and was the Chair of the House Health Care Committee. For more information\, email president@wilsonvillerotary.com. \nOfficial bio:  Mary Fieweger has lived in Charbonneau with her husband Joe for 10 years.  She is an avid volunteer and fundraiser.  She originated and chaired the annual Christmas gift wrap program to raise funds for various Wilsonville nonprofit organizations\, such as Wilsonville Community Center and Wilsonville Senior Center.  While living in West Linn\, Oregon\, she chaired the very first Relay for Life for the community.  While living in Stevens Point\, Wisconsin\, Mary also was Chairperson for the Hospital Junior Auxiliary (high school students) and worked with the Rotary Club to get approval for a $1\,000 scholarship for the most dedicated and committed volunteer. \nMary has experience serving on several nonprofit boards of Directors\, including chapters of the American Red Cross and the United Way.  She was also an active member of Operation Bootstrap\, which assisted individuals and families in need of food\, clothing\, and shelter and the St. Michael’s Hospital Board of Directors in Stevens Point\, Wisconsin.  She also served as President of the 140-member volunteer auxiliary.  Mary was recognized as an ‘Outstanding Young Woman in America” in 1983.  In addition to her volunteer work\, Mary has extensive experience as a sales executive\, and as an instructor teaching about new glaucoma technology to medical professionals and at various Universities. \nShe views herself as a connector\, coordinator and communicator and as someone with a strong ethic to give of herself to the community. \n

DESCRIPTION:Anna Knill\, a Rotary Youth Exchange Student from Switzerland (2016-2017)\, became the first exchange student through the Rotary Club of Wilsonville when it resumed its program in 2016. She spent almost a year in Wilsonville\, attending the High School\, joining Rotary events\, and living with three host families. After six years\, she is now coming back to revisit her “second home” in the United States. Her focus is on manual dexterity\, better understanding of upper limb impairments after neurological injury\, and implementing novel assessments into the clinic to enhance the lives of individuals in rehabilitation. \nAlongside her academic pursuits\, Anna remains to be a passionate athlete (doing mainly triathlon) and loves to spend time with her friends and family. She is a member of the HackaHealth association that organizes Hackathons to craft personalized solutions for daily living for people with disabilities.  She volunteers for events like the CYBATHLON\, where people with disabilities compete in everyday tasks using assistive technologies.

He immigrated from the Dominican Republic and has been a resident of the Portland area for 45 years. He graduated from Grant High School in Portland then earned his degree in Business Administration and Marketing from Portland State University. He also studied small business management at Portland Community College. He currently works for Multnomah County as the director of a youth enrichment program in the Northeast Cully neighborhood. He is a proud husband\, father\, and now grandfather. \nIn 1984\, Aquiles joined forces with his Dominican friend Pedro Beltran and his Puerto Rican friend Amador Marcano to form the Latin music band Ritmo Tropical. In 1987\, he broke away and formed Conjunto Alegre (Spanish for “happy band”). That band is still performing all around Oregon and Washington 36 years later\, including at the 2023 Wilsonville Rotary Summer Concerts on August 3. For more information\, email president@wilsonvillerotary.com. \nOfficial bio:  Gale Castillo is the president and co-owner of Canopy\, one of the largest privately held companies that provides a variety of mental health and wellbeing services globally. Canopy has been recognized by the Portland Business Journal in 2023 as the number one small business “Healthiest Employers” and one of the top innovative companies in Oregon Business Employers. \nCastillo is also the chair of the Board of Directors of the Hispanic Metropolitan Chamber (Hispanic Chamber). Castillo previously served as the president and executive director of the Hispanic Chamber for over 20 years. She is one of the founders of the Hispanic Chamber that was established in 1994. \nCastillo has worked in both the public and private sector.  Public service has included working as an assistant to Gov. Neil Goldschmidt\, recommending appointments to boards and commissions.  Ms. Castillo was appointed by the governor as the state manager of the Oregon Economic Development Department’s Job Training Administration. In the private sector\, Ms. Castillo has worked for AT&T\, Pacific Northwest Bell\, and RESTOR Communications in management\, marketing\, and national sales positions. \nCastillo has been recognized by many groups over the years for her community service. The most recent awards include: \n\n2023-The Portland Business Journal Women of Influence\, Joan Austin Impact Award\, the highest award for this event.\n2022-The Mexican Consul of Oregon presented Ms. Castillo with the Ohtli Award\, the highest honor bestowed by the Government of Mexico to individuals that have worked to “open the path” for new Mexican Americans and Hispanic generations.\n2019-Recognized by the Oregon Historical Society as one of “Oregon’s History Makers”.\n2016-Congressman Earl Blumenauer recognized Ms. Castillo at his Annual Women’s Leadership Luncheon for outstanding service.\n2014-Ms. Castillo was presented with the Legacy Award for Lifetime Achievement for the Minority Enterprise Development Week by the Business Development Institute for playing an integral role in the progress of minority business development.\nAlso in 2014-Ms. Castillo received a Civic award by the Center for Women’s Leadership.\n\nMs. Castillo has provided community services to a variety of organizations. Her current community involvements include: \n\nHispanic Metropolitan Chamber\, Board Chair\nFederal Reserve Bank of San Francisco\, Portland Branch\, Board Member\nAmerican Leadership Forum\, Class IV Fellow and\nInternational Women’s Forum\, Portland\n\nMs. Castillo is the first in her family to graduate from high school and college. Once it began construction\, she shifted roles to work in the construction office assisting leadership in the day to day operations. \nLili Boicourt\, a nearly 20-year employee of ODOT works in the Community Affairs office leading outreach activities for many of the highway construction projects in the Portland-metro area. She was on the OR 217 Auxiliary Lanes project team that Kelly led and continues to manage all outreach and communications efforts for that project. \n

He has great interest in reducing plastic waste as he has researched bioplastics in hope of developing a sustainable biodegradable plastic that can one day replace plastic all around the world. For more information\, email president@wilsonvillerotary.com. \nOfficial Bio: \nJoan Palmateer spent 30 years working in Oregon’s correctional facilities\, starting as a correctional officer and eventually becoming the first female warden at the Oregon State Penitentiary in its 150-year history in 1998\, and the founding superintendent of Coffee Creek Correctional Facility in Wilsonville in 2001. She also served as prison administrator for the Oregon Department of Corrections\, responsible for oversight of 13 superintendents in 14 prisons across the entire system ranging from minimum to super maximum security. She also spent three years with the Oregon Youth Authority as assistant director of facilities and operations.  \nAfter retirement she has continued with consulting and other work\, and will be presenting on the Gender Informed Practices Assessment\, or GIPA\, at Coffee Creek Correctional Facility. The GIPA provides prisons with a measured assessment of their adherence to sound principles of gender responsive\, trauma-informed\, and evidence-based policies\, programming\, and practices\, from admission to release. Specifically\, it explores the degree to which a facility has implemented these approaches.

For more information\, email president@wilsonvillerotary.com. \nOfficial bio:  John Budiao is a Communications & Controls Technician with a Portland\, Oregon natural gas utility company and lives in the Wilsonville\, Oregon. He is a State of Oregon Licensed Electrician\, General Radio Operator w/ LASER Endorsed technician responsible for company microwave\, radio\, data cabling\, PLC programming\, data center building\, gas pipe telemetry\, tower climbing\, and many other company driven tasks. He enjoys camping\, reading\, running\, movies\, and most of all spending time with his beautiful wife (Katherine) and his two sons Joshua & Trevor. He looks forward to complete his “life list” of many different activities\, helping his youngest son become an Eagle Scout\, traveling\, and becoming the person he can be. On his free time\, he started and is the founder of the non-profit Operation Spartan Flags. \nCaptain John S. Budiao entered the armed services 28\, March 1994 as a US Marine Corps Infantry (0311) member. After his 4 years in the Infantry\, he re-enlisted into the United States Air Force Reserve (2002) to the field of Information Management (3AO71) to lead his Squadron as a decorated Records Manager.
